Ambulance Victoria SpeakUp is an independent and externally managed service provided by Core Integrity. SpeakUp is for all employees, volunteers, contractors and paramedic students to report any actual or suspected unlawful or harmful workplace behaviour or misconduct that may be occurring and impacting you, your colleagues, patients or AV.
The team at Core Integrity is trained in dealing with complex and sensitive issues and all matters are treated in the strictest of confidence. AV acknowledges that at times, you may not feel comfortable speaking up via existing internal channels. SpeakUp has been introduced to provide you with additional ways to make a report – through an avenue that is external, independent, and where you can choose to remain anonymous.
Why speak up?
Speaking up is the right thing to do. When you see or suspect that something isn’t quite right, we encourage you to report it as soon as possible. By reporting any issues or concerns early you are providing AV with the opportunity to review your report and take the appropriate action. By speaking up early when something doesn’t seem right, you are not only protecting yourself, you are also protecting your colleagues, our patients, our community and AV as a whole.
When should you speak up?
We all know when we see something that doesn’t seem quite right. If you see or suspect unlawful or harmful workplace behaviour or misconduct in the workplace, you are encouraged to report it as soon as possible. AV’s workforce are its greatest asset, and this is especially true when it comes to reporting wrongdoing, misconduct or unethical conduct. Action can’t be taken on wrongdoing if we don’t know about it, so you are encouraged to report anything you see or hear that doesn’t seem right.
How do I speak up?
You may not feel comfortable with reporting a concern via internal avenues, which is why SpeakUp has been introduced. Reports and complaints can be made to SpeakUp online via the secure reporting platform, by phone, email or traditional mail. You can also choose to remain anonymous when making a report. All reports are treated in the strictest of confidence and are referred to the appropriate area by the Core Integrity team for review and actioned as deemed appropriate.

Speaking up and making a report online is simple, safe and secure. Simply use the web link to access our secure online platform where you can submit your report.
In making your report, you may choose to provide your name and all reports will be treated in the strictest of confidence. You may also choose to remain anonymous if you wish to do so. Please remember that sometimes anonymous reports can be more difficult to investigate. Should you wish to remain anonymous, we encourage you to use our secure online platform to ensure you can receive important updates and provide more information if required.
Our secure online platform enables you to enter your email address while still remaining anonymous. Your email address will be stored securely in the platform and neither the team at Core Integrity nor AV will ever see it. At the conclusion of your report being reviewed, your email address will be automatically deleted.

Should you wish to make a report via phone, please call the number listed. One of the friendly Core Integrity team will be happy to speak with you, answer any questions you may have and importantly, take down details of your report. The team at Core Integrity is focused on ensuring that you are supported throughout the process of speaking up. We adopt a trauma informed approach where we spend time to put you at ease, listen and we encourage you to share as much or little as you feel comfortable with based on your personal situation.

If you feel comfortable doing so, we encourage you to consider making your report via our secure online platform as this will make it easier for you to receive updates on your report, and to communicate securely with those who are reviewing and actioning your report.

While it is preferred that you submit your report via the secure online platform or via telephone, you can also submit a report via traditional mail. Simply post your letter to the address listed and mark to the attention of Ambulance Victoria SpeakUp. Please note that it may take a little longer for our team to receive and acknowledge your report should you send it via traditional mail. Additionally, submitting your report via traditional mail makes it more difficult for us to acknowledge your report and communicate with you. Please note that we treat all reports in the strictest confidence and all reports, regardless of how they are reported, are entered into our secure online reporting platform.

SpeakUp is for all employees, volunteers, contractors and paramedic students to use to speak up and report any actual or suspected issue. It complements existing internal reporting channels and provides you with a safe, simple and secure way to speak up.
SpeakUp has been introduced to provide you with an independent, external pathway to make a report or complaint, with the option to remain anonymous. We want you to come forward if you have any concerns about harmful or unlawful conduct.
When you come forward, you provide AV with important information that enables AV to take action to prevent further harm. You’re not only helping yourself be safer, you’re helping keep AV’s workplace safe. This also helps AV become aware of potential risks and monitor for trends so that issues can be identified early, ensuring it can take action to prevent before further harm.
SpeakUp is a testament to that commitment and provides all AV workforce with another way to make a report, should they wish to raise a concern. It will support fostering a safe to speak up culture, and support AV’s workforce when they report a concern.
SpeakUp is designed to complement, and not replace, existing internal channels for speaking up. This includes speaking with your manager or another trusted manager or speaking directly to your Senior People Partner or Human Resources Advisor in the People and Culture Division. You can also make a report or complaint directly to AV’s Professional Standards and Behaviours Department.
No. SpeakUp has been implemented to complement, not replace, AV’s existing internal reporting mechanisms and using it is voluntary. Each issue or concern is different, so it is important to provide as many options as possible for people to speak up if they feel something isn’t quite right.
SpeakUp gives you another way to make a report – an independent report and complaint pathway, where you can choose to remain anonymous. It is an externally managed and you can make a report through SpeakUp’s secure online form, by email, by phone or by mail.
SpeakUp enables you to report a wide range of concerns or issues. These issues can include financial and procurement misconduct, theft, bribery and corruption, breaches of policy, conflicts of interest, bullying, harassment, discrimination and victimisation – to name a few. You can refer to Ambulance Victoria’s Complaints Policy and Procedure, and any other policies that discuss conduct issues. And if your complaint relates to suspected corrupt conduct, please refer to AV’s Public Interest Disclosure Policy and Procedure.
If you are unsure whether or not to raise your issue, we encourage you to do so and we will support you to find the right avenue to raise your concerns.
SpeakUp is independently managed by Core Integrity. The team at Core Integrity is trained in dealing with complex and sensitive disclosure issues. At times, you may not feel comfortable raising an issue in person or with those who they work with. SpeakUp provides you with a number of secure reporting channels and enables you to speak to a trained expert to raise an issue or concern early, while having your confidentiality or identity (should you choose to) protected.
You can make a report through SpeakUp via a secure online form, by email, by phone or by mail. This allows you to choose the reporting channel that suits you best, based on the issue you wish to report. Regardless of which way you use to make your report, all reports are treated in the strictest of confidence and are entered into a secure online reporting platform. Our secure reporting platform provides you with the ability to engage in secure, two-way communication with those who are reviewing your report, providing you with status updates and more information if required.
After Core Integrity has recorded all the details of your report and assisted you in gaining access to your report via the secure online platform, they will prepare a detailed Summary Report. Both your online report and the detailed Summary Report will initially be referred to an appropriate person within AV’s Professional Standards and Behaviours Department for review, triage, and where appropriate, further action. You are encouraged to retain your Report ID and password and to monitor progress of your report. Should you wish to follow up on the status of your report, ask a question or provide further information, you are encouraged to do this via the secure online reporting platform.

Regardless of which channel you use to speak up, you will be given a unique Report ID and password that enables you to directly access your report at any time. You are encouraged to retain your Report ID and password to enable you to login and check on the status and progress of your report.
Our secure online platform enables you to engage in secure, two-way communications with the Core Integrity team and those who have been assigned internally to your report. This secure two-way communication is perfect for asking questions, receiving updates and even providing more information in support of your report.
Importantly, your identity and the information you supply will only be shared with your consent. All reports received by Ambulance Victoria SpeakUp are treated in the strictest of confidence. Your identity (should you choose to disclose it) and the information you provide will be treated in confidence and only shared with select people within the Professional Standards and Behaviours Department, who are responsible for receiving and reviewing reports.
If you wish to remain anonymous, you may do so. If you choose to remain anonymous, you are encouraged to make your report via the secure online platform and to monitor progress of your report.
In some circumstances either Core Integrity or AV may be required by law to share the details of your report, such as in mandatory reporting circumstances. In these circumstances, wherever possible, you will be advised of such at the time of either making your report to Core Integrity or by a member of AV who has been assigned your report for further review and action.
If you don’t feel comfortable in providing your details and information in these circumstances, you should advise the Core Integrity team.

Sometimes people don’t feel comfortable speaking to their manager or to another internal department when reporting an issue or concern. SpeakUp provides an additional way, external to the organisation, for people to speak up, feel safe and have their report and identity treated in confidence. If you don’t feel comfortable speaking up via your existing internal channels, then SpeakUp offers you another choice. All reports are treated in the strictest confidence and can be kept anonymous should you choose this option.
